BDO in Ukraine Partners with the SAFER Reconstruction Project to Train Veterans for HSE Roles

BDO in Ukraine, together with the Swedish organisation V94 and Ukrainian partners, is implementing the international SAFER Reconstruction project. The initiative is designed to train veterans as HSE professionals and to enhance the skilled workforce needed for Ukraine’s safe and sustainable recovery.

The project is implemented by the V94 Academy (Sweden) with the support of the Swedish Institute, a government agency of Sweden that supports international education initiatives and programmes contributing to the development of partner countries, including Ukraine.

The BDO in Ukraine team plays a key role in the implementation of the project, having conducted trainer preparation through a TraintheTrainer approach. The programme development and trainer training involved BDO in Ukraine experts, including Viktoriia Sukhanenko, Head of Health and Safety Consulting, and Iryna Petchenko, HSE Expert.

Viktoriia Sukhanenko notes: “For us, the SAFER Reconstruction project is far more than an educational initiative. It represents a systemic contribution to building a strong safety culture in Ukraine and to developing professionals who will work in the recovery sector in line with modern European standards.

Our focus has been not only on knowledge transfer, but also on building practical skills in risk management and the safe organisation of work. Attention has been paid to adapting the training to the needs of the veteran audience, which allows the learning process to be both highly effective and practical. I am confident that the trainer preparation delivered within this project lays the groundwork for scaling up training across Ukraine and for the systematic implementation of HSE approaches in construction and other industries.”

The programme covered the following areas:

  • European HSE standards and their implementation practices, including digital HSE solutions
  • practical case studies in construction and the organisation of safe work
  • modern adult learning methodologies
  • a specialised approach to working with veterans
  • entrepreneurial competencies as an additional pathway for professional development.

The trainer preparation phase lays the foundation for further scaling up veteran training across different regions of Ukraine. The primary focus is on the practical application of European safety standards, the development of a risk management culture, and the adaptation of training materials to the specific needs of the veteran audience.

Our experts note that participation in the SAFER Reconstruction project represents a meaningful contribution to the development of a strong safety culture and the professional integration of veterans. The project also supports the adoption of modern occupational safety approaches in line with European standards and promotes sustainable practices across recovery processes.
