On 29 April 2026, the Register of Damage for Ukraine (“Register”) opened the submission process for five new categories of claims for legal entities and public authorities.

New Categories
It is now possible to officially record not only losses suffered by individuals, but also damage sustained by businesses and the State of Ukraine, including the value of damaged or destroyed property, lost profits, and other related economic losses. The new categories include:
- B1.1 and C1.1 – Damage or destruction of state or business critical infrastructure;
- B1.2 and C1.2 – Damage or destruction of state or business non-critical infrastructure; and
- C3.1 – Damage, destruction or loss of business assets.
It is important to note that submissions for category C3.2 claims – concerning the loss of property in temporarily occupied territories – have not yet been opened.
Category C3.1: Damage, Destruction or Loss of Assets
Category C3.1 is the most comprehensive of the newly opened business categories. It covers:
- The value of assets that were damaged or completely destroyed;
- Loss of profit that the business would have earned from such assets;
- Total loss of business (inability to continue business operations); and
- Other related direct costs.
Who May Submit a Claim?
- Categories B1.1 and B1.2 are available exclusively to state authorities, state institutions, local self-government bodies, territorial communities and municipalities.
- Categories C1.1, C1.2 and C3.1 are open to any legal entity.
Claims Procedure
Claims must be submitted through the Diia application by the head of the relevant enterprise, institution or organisation, or by an authorised representative.
The claims meeting applicable requirements will be recorded in the Register and subsequently transmitted to the Compensation Commission (once created) for review and determination of the amount of compensation due.
