The Forum aims to bring together representatives of government authorities, civil society, and international partners to strengthen cooperation in developing an effective model for the protection of civilians during wartime and in the post-war period.
The programme will feature four panel discussions:
- Civil Protection System of Ukraine: from legislative changes to implementation at the community level
- International Support During the Winter Crisis: Integration of the Ukrainian Red Cross into the EU Civil Protection Mechanism
- Communities as the Foundation of Civil Protection: needs, resources, and partnerships
- Community Preparedness for Emergencies: challenges, coordination, and the role of local actors
