Sayenko Kharenko Advises Kyivstar on the Acquisition of Shtorm

Sayenko Kharenko has acted as legal counsel to Kyivstar in its acquisition of ISP Shtorm LLC, a regional internet service provider operating under the brand name Shtorm.

Sayenko Kharenko carried out legal due diligence of the target company and provided full-scope transaction support on the buyer’s side, including drafting and negotiating the transaction documents, assisting with their execution and providing corporate advice.

Shtorm operates a well-developed telecommunications infrastructure in the Kirovohrad region, serving more than 50,000 subscribers in Kropyvnytskyi, Oleksandriia, as well as 132 surrounding communities.

Kyivstar is Ukraine’s largest digital operator, serving approximately 22.5 million mobile subscribers and more than 1.2 million home internet customers as of 30 September 2025. The company provides a wide range of services, including 4G, big data, cloud solutions, cybersecurity, and digital TV. Kyivstar is a subsidiary of Kyivstar Group Ltd (Nasdaq: KYIV; KYIVW) – the first Ukrainian company to have its shares  listed on the Nasdaq Stock Market in the United States. Kyivstar and VEON have committed to investing USD 1 billion into new telecom technologies in Ukraine during 2023-2027.

Sayenko Kharenko’s transactional team included counsel Mykhailo Grynyshyn and associate Dmytro Zaiachkivskyi, while the due diligence team also comprised counsel Tymur Enkhbaiar, senior associates Taras Bondarenko and Tetiana Dyvak, associates Alina Kylymenchuk, Victoria Chorna, Ahil Aliev, Vladyslav Novitskyi and junior associates Denys Ratynskyi and Oleh Kriuchka.
