Sayenko Kharenko Secures Initiation of Anti-Dumping Investigation Against Irrigation Equipment Imports from Four Countries

Sayenko Kharenko’s international trade practice secured the initiation of an anti-dumping investigation against imports of agricultural irrigation equipment originating from Turkey, the United Arab Emirates, Saudi Arabia and China, acting on behalf of Ukrainian producers.

The applicants in the case are LLC Variant Agro Bud and LLC Ipris-Profile. The Interdepartmental Commission on International Trade issued its decision to open the investigation on 26 January 2026.

Sayenko Kharenko’s lawyers advised the applicants on the use of trade defence instruments, prepared the application and supported its submission to the Ministry of Economy of Ukraine.

According to the application, imports of irrigation equipment from these countries increased by more than 269% between 2023 and the first quarter of 2025. During this period, import prices remained below both the average price and the production cost of the Ukrainian producers.

Over the same period, import volumes increased by 95% relative to domestic consumption and by 248% relative to domestic production.

In the applicants’ assessment, this trend has had a measurable impact on Ukrainian producers – with declining output, reduced capacity utilisation and falling domestic sales, while the financial result from domestic sales remained negative throughout the entire investigation period.

The team working on the project included senior associate Oleksandra Sandul, junior associate Maksym Mykytiuk, and partner Anzhela Makhinova.
