On September 22, 2023, the Cabinet of Ministers of Ukraine adopted amendments to Resolution #1092 “Some Issues of the Customs Code of Ukraine Provisions Implementation on the Authorizations Granting” developed to facilitate and speed up obtaining authorizations for customs simplifications.
The amendments are aimed at introducing an additional model for assessing the indicators of the enterprises' financial condition, which will enable more companies to obtain authorizations for general guarantees with a reduction in the level of coverage to 50%, 30%, and exemption from the guarantee. Also, the adopted changes regulate several technical issues and improve the process of granting authorizations for customs simplifications, including transit simplifications within the Convention on the common transit procedure and the New Computerized Transit System (NCTS) framework.
AmCham Ukraine member companies' experts advocated for the implementation of the respective amendments to the Resolution and support further improvement and harmonization of Ukraine's customs legislation with the international best practices and believe that the introduced changes will increase the number of enterprises aiming to obtain the Authorized Economic Operator status (AEO) and help speed up the customs procedures.
