On July 13, 2020, the Unified State Electronic System for the Construction Sector was launched in an experimental capacity on Diya web-portal (the State Web Portal of Electronic Services, available at the link).
The Unified State Electronic System for the Construction Sector (hereafter referred to as the Electronic System) is a single information and telecommunications network designed to ensure the creation, review, dispatch, reception, collection, recording, accumulation, processing, use, review, storage, protection, accounting and provision of information in the field of construction. The electronic system will also provide opportunities for interaction between individuals, legal entities, state agencies and local authorities in order to obtain construction-related services.
The Electronic System was implemented by a Resolution of the Cabinet of Ministers of Ukraine (CMU) on July 1, 2020, “On Implementation of a Pilot Project of the Unified State Electronic System in the Field of Construction” (Resolution № 559).
The pilot project will run from July 6, 2020 to November 30, 2020. The Electronic System should begin operation on a permanent basis from December 1, 2020.
The Electronic System is designed to improve the quality of administrative services, simplify document management, eliminate excessive bureaucracy and reduce corruption risks in the construction sector. It will perform the functions of the register of permits, the electronic office of the developer, the register of town-planning conditions and restrictions, the register of certified persons, etc.
Through the Electronic System, registered users will have the opportunity to receive administrative services for the implementation of preparatory and construction work, permission to begin operation of completed construction projects, as well as other important construction-related documents.
Using the electronic office (one of the components of the Electronic System), users can submit, among other things:
- Notification of commencement of preparatory and construction work;
- Statement on changing of declaration data on commencement of preparatory and construction work;
- Information on change of general contractor or subcontractor;
- Information on change / assignment of the object’s address;
- Declaration of the object’s readiness for operation;
- Application for permission for operation of the completed construction object, etc.
From now on, purchasers of construction work can submit these documents by uploading scanned copies or photocopies in PDF format to the Electronic System. Previously, all documents had to be submitted in hard copy to the State Architectural and Construction Inspection (SACI) or its territorial divisions (depending on the location of the construction object).
Currently, use of the Electronic System is only mandatory for public authorities.
Even in its pilot form, the Electronic System offers several useful functions to its users. For example, the online Consequence Class Calculator; an interactive Map which displays information on construction objects in terms of their construction status; a section containing analytical materials; access to construction-related registers and databases (such as “Declarative and permitting documents”, “Construction objects”, “Certified persons” etc.).
Furthermore, it is envisaged that the Electronic System will interact with other state information systems and networks (such as the State Land Cadastre, the State Register of Real Property Rights, etc.). Such interaction involves the exchange of information between registers in real time.
