Public procurement enhances R&R project implementation by ensuring process transparency and leveling the playing field for all procurement participants. Procurement is carried out through Prozorro – an online platform for public procurement. Goods, works or services can be procured on Prozorro by customers – state bodies, local authorities, communities, budgetary institutions, as well as other legal entities authorized by customers.
The main opportunities and procedure for participation in public procurement under martial law include:
- Open Bidding (Must be used if the purchase price exceeds UAH 100,000 for goods and services; UAH 200,000 for current repair services; UAH 1.5 mln. for works.)
- Prozorro Market (for purchasing goods worth up to UAH 100,000 through mini-auctions.)
- Simplified procurement (can be used if the cost of the purchase does not exceed: UAH 100,000 for goods and services; UAH 200,000 for current repair services; UAH 1.5 mln. for works.)
- Procurement under a direct contract (for performing procurement under a direct contract if the purchase price does not exceed the specified threshold values)
It is anticipated that international procurement practices will be implemented in the procurement system during 2024-2026 through approximation to the EU rules. Moreover, new approaches to implementing R&R projects are in the works, such as:
- integrating Prozorro and DREAM systems (implemented in the first quarter of 2024)
- implementing special rules for the use of the Prozorro system for procurements financed with donor funds
- developing standard template contracts for the purchase of works and related services
