Policy Progress: The Parliament passed the Draft Law #2655 “On Cloud Services” in the first reading

On June 16, the Parliament of Ukraine passed in the first reading the Draft Law #2655 “On Cloud Services”. The Draft Law is aimed at establishing conditions for processing and protection of data while using cloud computing technology, providing cloud services and identifying features of using cloud services by state authorities, as well as more efficient use of public resources by implementing new technologies.

The American Chamber of Commerce in Ukraine supported the adoption of this Draft Law taking into account proposals from the business community, as it regulates the cloud services market by setting level playing field between state, local authorities, state-owned enterprises, and cloud services providers. However, the specific provisions of the Draft Law need to be revised, as they restrict competition and penetration rate of innovative cloud services, contradict the best EU practices, and Ukraine's integration to the EU Digital Single Market.

The Chamber will continue advocating for the incorporation of the submitted proposals before the 2nd reading of the Draft Law to be aligned with the best EU practices.
