Meeting with the Leadership of the Ministry of Health of Ukraine on the Draft Regulation on Introduction of IRP & Reimbursement

On February 24, the Chamber participated in a meeting devoted to the Draft Regulation on introduction of reference pricing and reimbursement since April 1, 2017 which was held in the Ministry of Health of Ukraine (MoH). The meeting gathered representatives of the MoH, Cabinet of Ministers of Ukraine (CMU), Ministry of Economic Development and Trade of Ukraine (MEDT) and pharma market operators.




In particular, Ministry of Health of Ukraine was represented by Roman Illyk, Deputy Minister of Health of Ukraine, Pavlo Kovtoniuk, Deputy Minister of Health of Ukraine, and Taras Liaskivskiy, Head of the MoH Pharmaceutical Department; Cabinet of Ministers of Ukraine by Serhiy Dekhtiarenko, Deputy State Secretary of the Cabinet of Ministers of Ukraine; and the Ministry of Economic Development and Trade of Ukraine by Dmitriy Romanovich, Advisor to the Minister of Economic Development and Trade of Ukraine.

In a course of discussion, the participants of the meeting reached the following agreements:

  • No state regulation of prices for medicines of 21 International Nonproprietary Names for Pharmaceutical Substances (INN) list at the free market for manufacturers;
  • Mark-ups will be regulated for medicines purchased at the budget funds as well as in retail;
  • MoH aims to align all the directions of the healthcare reform process, in particular reform of the financing system and reimbursement;
  • E-recipe and single electronic register of patients are about to be introduced soon;
  • Technical support of the reimbursement will be provided by the Project Office of Reforms;
  • Public discussion of the respective drafts is ongoing;
  • To submit comments/proposals to the MoH and CMU within a month and to apply for participation in reimbursement to meet the set deadline (April 1);
  • During the semi-annual budget review it might be considered to increase the budget by 500 mln UAH;
  • Existing draft of the concept of price regulation and reimbursement is considered to be final;
  • Calculations of the wholesale prices will be sent for our consideration and double-check next week along with the form of internal referencing.

 

In general, all the participants welcomed the proposed drafts and thanked the MoH, CMU and MEDT for taking into account the industry’s concerns and comments to the regulation of prices for medicinal products and its reimbursement submitted earlier.
