On July 8, the Chamber participated in the meeting devoted to clarifications of procedures of Conclusions of the State Sanitary-Epidemiological Expertise (hereinafter – Conclusions) issuance and signing held by the State Regulatory Service of Ukraine.
Representatives from the State Service on Food Safety and Consumers Protection, Ministry of Health of Ukraine, state authorities, business and experts took part in the meeting.
Opening the meeting, Kseniya Lyapina, Head of the State Regulatory Service of Ukraine stressed on the sharp necessity of regulation process of Conclusions issuance in order to ensure comfortable operation of business in Ukraine.
Volodymyr Lapa, Head of State Service on Food Safety and Consumers Protection of Ukraine clarified that as of now Draft CMU Order “On Issuance or Refusal of Issuance, Renewal or Cancellation of Conclusions of the State Sanitary-Epidemiological Expertise” is being revised and amended in order to comply with the Law of Ukraine “On Ensuring of Sanitary and Epidemic Safety of Population”.
As a result, it was concluded to recommend Cabinet of Ministers of Ukraine to take the following steps for improving the current situation:
• To continue work on developing Draft CMU Order “On Issuance or Refusal of Issuance, Renewal or Cancellation of Conclusions of the State Sanitary-Epidemiological Expertise”;
• To postpone cancellation of Order #247 dated October 9, 2000 of the Ministry of Heath of Ukraine “On Approval of the Temporary Order of Carrying Out State Sanitary-Epidemiological Expertise” until the moment the above Draft Order comes into force;
• To entrust authority to sign Conclusions to the Head of State Service on Food Safety and Consumers Protection of Ukraine until further clarifications on the situation;
• To approve new versions of the Application form for carrying our sanitary-epidemiological expertise and Conclusion of the State Sanitary-Epidemiological Expertise by the separate CMU act.
