On July 20, the Chamber Energy Committee held a meeting with Oleg Tsvyakh, Acting Head of the State Service of Ukraine for Geodesy, Cartography & Cadaster (Stategeocadaster), devoted to discussion of problematic aspects of land use for purposes of energy sector.
The following issues were discussed during the meeting: mechanism of formalization of land relations for purposes of oil & gas industry, including permits for topsoil removal (Draft Law #3096-d “On Amendments to Some Legislative Acts of Ukraine regarding Simplification of Some Aspects of Oil & Gas Sector”); position of the Stategeocadaster on Draft Law #2529-a “On Amendments to Some Legislative Acts of Ukraine on Simplification of Procedure of Land Allotment for Construction of Objects on Production Thermal Energy and Electricity Using Renewables and Biological Fuel”; normative money evaluation of non-agricultural land plots according to legislation.
Representatives of the Stategeocadaster commented on Draft Laws #3096-d and #2529-a regarding possibility of using agricultural land plots under easement agreements for purposes of oil & gas industry without change of land’s designated use, topsoil removal without special permits thereto etc.
Mr. Tsvyakh supported Chamber initiative to hold further working meetings in order to discuss the above comments to the legislative initiatives and further work on proposals in order to improve land legislation for purposes of energy sector.
Representatives of the Stategeocadaster confirmed their interest in cooperation with the Chamber and agreed to provide clarifications on other issues raised during the meeting.
