On December 18, Cabinet of Ministers of Ukraine supported cancellation of Order #436 of the President of Ukraine "On Application of Penalties for Violation of Provisions related to Regulation of Cash Flow" dated June 12, 1995 (hereinafter – the Order) establishing the amount of penalties to be paid for different kinds of violations in the sphere. The Order has burdensome impact on judicial system, controlling authorities and economic entities as well. Given the above, cancellation of the Order is needed in order to unify the regulation of such violations, avoid requirements duplication and, as a result, reduce administration pressure on business

Following the Chamber meeting with Oleksandr Bakumenko, Deputy Head of the Verkhovna Rada of Ukraine Committee on Agrarian Policy and Land Relations held on September 27, where the next steps on Draft Law #4126-1 “On Information for Consumers regarding Food Products” were discussed, respective Working Group was created under the VRU Agro Committee. The Draft Law was defined as high-priority for the VRU Agro Committee and Chamber Food & Beverage Committee as well: establishment of transparent requirements for labelling of food and beverages is important not only for producers (in terms of predictability of market regulation), but also for consumers protection. Considering that, it is crucial to adopt the Draft Law, which is harmonized with relevant EU Regulations

On September 27 the Chamber held a meeting with Oleksandr Bakumenko, Deputy Head of the Verkhovna Rada of Ukraine Committee on Agrarian Policy and Land Relations
The agenda was mainly focused on discussion of practical aspects of distribution of powers between AMCU and State Service of Ukraine on Food Safety and Consumer Protection as well as initiatives on food market monitoring
On September 19, VRU Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster voted for sending back for revision Draft Laws #4835-d "On Amendments to Certain Laws of Ukraine on Stimulation of Usage of Household Waste as an Alternative Energy Source" and #6715 "On Amendments to Certain Laws of Ukraine on Inclusion of Household Waste to Alternative Energy Sources"
As a result of the meeting of the Chamber Food & Beverage Committee Leadership with representatives of the Administration of the President of Ukraine, National Bank of Ukraine, State Fiscal Service of Ukraine and Ministry of Finance of Ukraine, which was initiated by the Chamber and took place on September 7, the conditions of cancellation of Order #436 of the President of Ukraine "On Application of Penalties for Violation of Provisions related to Regulation of Cash Flow" were agreed.
On July 18, the Chamber Food & Beverage Committee held a meeting with representatives of the Ministry of Ecology and Natural Resources of Ukraine: Sergiy Lukyanchuk, Director of the Department of Ecological Safety and Licensing and Oleksandr Semenets, Deputy Director of the Department – Head of the Office of Waste Management and Eco Safety. The meeting was devoted to discussion of the Draft National Waste Management Strategy (hereinafter – Strategy), developed by the Ministry of Ecology and Natural Resources of Ukraine in cooperation with the Ministry of Economic Development and Trade of Ukraine, Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine, EBRD, and GIZ
The meeting was devoted to discussion of implementation of requirements, established by the Law #2042-VIII “On State Control over Compliance with Legislation on Food Products, Feeds, Byproducts of Animal Origin, Animals’ Health and Welfare”.

For many years, the Chamber has advocated business community's position on cancellation of ineffective state regulatory system for socially significant products. On August 3, the Ministry of Economic Development and Trade of Ukraine (hereinafter – MEDT) published at its official website the Draft CMU Resolution “On Implementation of Pilot Project on Pricing for Goods and Services in Production and Sale of Food Products” (hereinafter – Draft CMU Resolution) regarding temporary (for 3 months) cancellation of CMU Resolution #1548 dated December 25, 1996 and CMU Resolution #1222 dated October 17, 2007 which currently set burdensome mechanisms of state regulation of pricing for producers and retailers.
On July 13, Ministry of Economic Development and Trade of Ukraine published on its official website amendments to Order of the Cabinet of Ministers of Ukraine #1194 dated December 16, 2015 “On Approval of the Technical Regulation on Certain Goods Packed by Weight and Volume in the Finished Packaging” (hereinafter – Technical Regulation) aimed on simplification of requirements to the labelling of packaged goods.
On July 8, the Chamber participated in the meeting devoted to clarifications of procedures of Conclusions of the State Sanitary-Epidemiological Expertise (hereinafter – Conclusions) issuance and signing held by the State Regulatory Service of Ukraine

Participants covered questions of authorization, accreditation and respective criteria for commercial laboratories to operate on the market
On June 13, the Chamber took an active part in the meeting with Ostap Semerak, Minister of Ecology and Natural Resources of Ukraine and his Team, including Deputy Ministers, advisors, and heads of key departments. Business Ombudsman Algirdas Šemeta as well as representatives of other business associations were present at the meeting for an inclusive dialogue with Minister Semerak.
